That this House, in view of the large numbers of multiple sclerosis sufferers using cannabis to alleviate and treat their condition, because they know its value as confirmed by the BMA report on cannabis, and the House of Lords Select Committee on Science and Technology which recommended that it should be made available to them, knowing that in the light of all this, juries have become increasingly reluctant to sustain prosecutions against the victims of this terrible disease, for possession, use or even growing cannabis, a failure which brings the law into disrepute and undermines the war against hard drugs, as the Runciman Report for the Police Foundation wisely points out; regrets that the Government refuses to hear representations from the Alliance for Cannabis Therapeutics and its expert advisers on the grounds that decisions must be postponed indefinitely for protracted research; considers that this unjust attempt to postpone the inevitable is an abdication of responsibility, particularly now that NICE is recommending withholding from new MS victims the only current alternative treatment, beta interferon; and recommends the Government to grasp the nettle and to stop putting MS sufferers on the front line of its war against drugs by ending attempts to prosecute victims of multiple sclerosis, or their close relatives, for using, possessing or growing cannabis, for treatment of their condition, when recommended in writing by their doctor.

That this House believes that the use of recreational cannabis should be allowed under strictly controlled conditions for an experimental period on the lines of the licensed cannabis cafes in the Netherlands.

That this House, recognising that decriminalising marijuana possession is on the agenda and likely to become, with the Police Foundation report, an issue which will precipitate emotive public debate urges Her Majesty's Government to take the question of the therapeutic use of marijuana for the treatment of medical conditions such as multiple sclerosis, Aids, arthritis and the relief of severe pain, out of this debate entirely so as to ensure that sufferers are not forced onto the streets to purchase illegal drugs or face an omnipresent threat of prosecution which puts the sick and dying on the frontline of the war against drugs, but that instead, recognising the opinion of the House of Lords Select Committee on Science and Technology that marijuana has therapeutic value as well as the overwhelming volume of evidence about its benefits which is now emerging, should follow the suggestions of the Lords' Select Committee, accelerate the research which will legitimise prescription of marijuana for treatment on a named patient basis, but in the meantime, to prevent the law being brought into disrepute and juries being faced with agonising choices about jailing MS victims suggests that the police be instructed not to prosecute victims of these diseases and conditions who grow or purchase marijuana for their own exclusive use with the written support of their doctor, so that with the issue of medical use taken out of the debate, the wider decisions on marijuana can be taken on a rational and considered basis.

That this House deplores the continuing criminalisation of thousands of otherwise law-abiding people who use cannabis medicinally to relieve chronic pain and distress caused by multiple sclerosis, AIDS, and the side-effects of chemotherapy; and supports the simple change in the law recommended by the House of Lords Select Committee on Science to allow a limited number of doctors to prescribe cannabis to named patients in the same way that millions of other prescriptions are now dispensed.

That this House applauds the approval of the voters of California and Arizona of the medicinal use of cannabis for treating the symptoms of serious illneses; notes that cannabis was prescribed in the United Kingdom until 1971 without harmful results; recognises that cannabis sativa is non-addictive, less toxic than asprin, has never been proved to have poisoned anyone and is more benign that almost all other palliative medicines; recals that it has been used as a medicine by hundreds of millions of people for 3,000 years in all continents; and calls on the Government to allow its prescription in tablet form for patients suffering from multiple sclerosis, glaucoma. cerebral palsy, AIDS and the effects of chemotherapy. |

'This house recognises that multiple sclerosis is a debilitating condition and that there is a body of evidence that cannabis can be beneficial in the control of some of the symptoms and urges the Government to pass legislation so that the prescribing of cannabis can occur for the specific use of multiple sclerosis in the same way as morphine is legally prescribed at the moment for the control of pain in other conditions.' |

'This house welcomes the ruling of the German Constitutional Court that those possessing small quantities of cannabis for personal use should not be prosecuted; accepts the assertion by Judge Wolfgang Nescovic that medical studies show that medical studies show that smoking one or two cannabis cigarettes a day is harmless 'or at least less dangerous than the daily consumption of alcohol or 20 cigarettes'; and urges Her Majesty's Government to adopt a similar reasoned approach in order to undercut the price of illegal drugs and reduce crime.' |

'This House calls for the establishment of a Royal Commission to review the prohibition of the use of cannabis and to examine alternative options for the control of the drug within the law; notes that millions of British citizens use cannabis for recreational and therapeutic purposes and that not withstanding the enormous resources devoted by law enforcement agencies its popularity and availability continues to increase through out all parts of the UK and across all sections of society; also notes the growing body of evidence which testifies to the medical and therapeutic properties of cannabis and its relative safety compared with other legalised drugs; and believes that the prosecution of thousands of otherwise law abiding citizens every year is both hypocritical and an affront to individual civil and human rights and that these resources are better spent on improved drug education, health and welfare programmes.' |
