That this House notes the widespread use of unlicensed medicines on children; recalls that the British Medical Journal reported in January that 36 per cent. of children in 707 hospital admissions received drugs prescribed in either an unlicensed or off label manner; and concludes that the proposal by the House of Lords to prescribe natural cannabis to adult patients as an unlicensed medicine is consistent with the current practice used in millions of prescriptions.

That this House congratulates the Royal Pharmaceutical Society of Great Britain on its launch on 11th January of protocols for clinical trials of encapsulated cannabinoids (including extracts of cannabis plants) to demonstrate their therapeutic effectiveness for the treatment of victims of multiple sclerosis and the acute pain suffered by post-tonsillectomy and abdominal surgery patients.

That this House deplores the continuing criminalisation of thousands of otherwise law-abiding people who use cannabis medicinally to relive chronic pain and distress caused by multiple sclerosis, AIDS, and the side-effects of chemotherapy; and supports the simple change in the law recommended by the House of Lords Select Committee on Science to allow a limited numbers of doctors to prescribe cannabis to named patients in the same way that millions of other prescriptions are now dispensed.
